Why does not big business want to invest in the economy?

The XIV Annual Forum of Big Business "Who Creates the Russian Economy?", organized by the RAEX rating agency (RAEX-Analytics) on October 3, 2018, discussed the possibilities of breakthrough economic growth, investment attractiveness, the role of large enterprises in the development of innovations, sources and restrictions on financing significant projects .
The forum participants, representatives of big business, are skeptical about the forum’s main message - a breakthrough in the country's socio-economic development. Such factors as cost increases, monopolization of industries, lack of competition, an increase in the state’s share in the economy, tax pressure do not contribute to growth. Business does not understand the rules of the game, is not sure about the future, considers the investment climate unfavorable and in no hurry to invest the money that it has. According to RAEX, a large business invests 12% of its revenue, which is a low figure for solving the problem of breakthrough growth. The main investor is the state, which effectiveness raises many questions.
Speakers noted the need to create conditions for the promotion of investment processes, the transition from regulation to creating conditions for business development, additional capitalization of the Industrial Development Fund, the launch of an investment project factory, expansion of the stock market, conditions for ensuring technological leadership at the global level, export support.
The forum presented the rating of the largest Russian companies RAEX - 600, and also identified the industry leaders of the most significant areas of socio-economic development (the twenty-fourth rating of the largest Russian companies). The aggregate ruble earnings of the rating participants increased by 9.8%. The main growth occurred among exporters of raw materials (oil, metallurgical and coal industry), enterprises working under state orders, including weapons, in state building and infrastructure. Enterprises of the agro-industrial complex, the banking sector and retail trade are more modest in their achievements.

• The leaders in the food industry are Pepsico, Nestlé, Danone.
• The TOP 3 of the agro-industrial complex includes “Sodruzhestvo Group of Companies”, “Efko, GK”, “RusAgro”.
• The largest companies in the IT sphere include “National Computer Corporation”, “GK Lanit”, “Softline”.
• Among the leaders in mechanical engineering there are “Rostec”, “United Aircraft Building Corporation”, “United Shipbuilding Corporation”. “Volkswagen Group Rus” occupies the fourth line of the rating.
• The leader of innovation business is Yandex.
